联合体将从项目勘察、设计、采购、建设至运营，为江阴临港厂一期提供一体化服务。光大水务将负责该厂一期的运营管理，并收取委托运营服务费，运营期为8年。光大水务旗下徐州市市政设计院有限公司将负责该项目的设计工作，联合体其他成员将分别负责该项目的勘察、采购及施工。该项目支付给联合体的工程总包服务合同金额约人民币4.73亿元（不含光大水务收取的委托运营服务费）。

江阴临港厂设计工业废水处理总规模为6万立方米／日、再生水回用总规模为1.8万立方米／日。江阴临港厂一期EPCO项目将完成该厂的全部土建工程，采购并安装该厂一期所需设备，并且建设配套废水收集管网和生态缓冲区尾水湿地。待建成后，该厂一期的设计工业废水处理能力为3万立方米／日、再生水处理能力为9,000立方米／日，出水水质主要指标将执行《地表水环境质量标准》（GB 3838-2002）IV类标准。

作为江苏江阴临港经济开发区内规模最大的工业废水处理厂，江阴临港厂一期EPCO项目的落实再次展现了EPCO模式在推动绿色工业发展过程中的积极作用，发挥联合体各成员的专业能力与相关经验，提高该项目的执行效率和运营质量，进而实现经济与环境效益双赢的局面。下一步，光大水务将与其他联合体成员紧密合作、各展优势，有序推进相关工作，通过优质的环境服务，满足开发区的工业废水处理需求，提升当地水生态环境质量，助力江阴临港经济开发区及区内各企业的绿色与可持续发展。

The consortium will provide integrated services for Jiangyin Lingang Plant Phase I from project survey, design, procurement, construction to operation. Everbright Water will be responsible for the operation and management of the first phase of the plant, and receive entrusted operation services for a period of eight years. The Xuzhou Municipal Design Institute, a subsidiary of Everbright Water, will be responsible for the design of the project, and other members of the consortium will be responsible for the survey, procurement and construction of the project. The total project service contract amount paid to the consortium is approximately RMB 473 million (excluding the entrusted operation service fee charged by Everbright Water).

The total scale of industrial wastewater treatment designed for Jiangyin Lingang Plant is 60,000 cubic meters/day, and the total scale of recycled water reuse is 18,000 cubic meters/day. The EPCO project of Jiangyin Lingang Plant Phase I will complete all the civil works of the plant, purchase and install the equipment required for phase I of the plant, and build supporting wastewater collection network and ecological buffer zone tailwater wetland. To be completed, the first phase of the plant design industrial wastewater treatment capacity of 30,000 cubic meters/day, recycled water treatment capacity of 9,000 cubic meters/day, the main indicators of effluent water quality will be implemented "surface water Environmental quality standards" (GB 3838-2002) Class IV standards.

As the largest industrial wastewater treatment plant in Jiangyin Lingang Economic Development Zone, Jiangsu Province, the implementation of the EPCO Phase I project once again demonstrates the positive role of EPCO model in promoting the development of green industry, and gives full play to the professional ability and relevant experience of all members of the consortium to improve the execution efficiency and operation quality of the project. And then realize the win-win situation of economic and environmental benefits. In the next step, Everbright Water will work closely with other consortium members to develop their strengths and orderly promote related work, meet the industrial wastewater treatment needs of the development zone through high-quality environmental services, improve the quality of the local water ecological environment, and help the green and sustainable development of Jiangyin Harbor Economic Development Zone and the enterprises in the area.
