10月11日，伊川县人民政府办公室发布关于印发伊川县空气质量持续改善实施方案的通知。

内容指出，加大政策支持力度，发展环保装备与服务产业，鼓励环境污染第三方治理，引导社会资本积极参与。支持重大核心技术研发，促进大气污染治理重大技术和装备产业化发展，营造公平竞争环境，推动产业健康有序发展。加大绿色低碳技术应用推广力度，围绕建材、有色金属等重大行业，实施生产工艺深度脱碳、工业流程再造、电能替代改造、二氧化碳回收循环利用等技术示范工程。

加强VOCs全流程综合治理。按照“应收尽收、分质收集”原则，将无组织排放转变为有组织排放进行集中治理，持续深化VOCs无组织废气治理。推动企业污水处理场排放的高浓度有机废气单独收集处理，含VOCs有机废水储罐、装置区集水井（池）有机废气密闭收集处理。依据废气排放特征配套建设适宜高效治理设施，加强治理设施运行维护。

目标明确，到2025年，全县PM2.5浓度，空气质量优良天数比率达到市定任务要求，重度及以上污染天数比率控制在1%以内，完成市定下达的“十四五”氮氧化物和VOCs总量减排任务。

In accordance with the principle of "all receivable and qualitative collection", the unorganized emissions are transformed into organized emissions for centralized management, and the VOCs unorganized waste gas treatment is continuously deepened. Promote the separate collection and treatment of high-concentration organic waste gas discharged from the sewage treatment plant of the enterprise, and the closed collection and treatment of organic waste gas including VOCs organic waste water storage tanks and collection Wells (ponds) in the installation area. Construct suitable and efficient treatment facilities according to the characteristics of waste gas emission, and strengthen the operation and maintenance of treatment facilities.

The goal is clear, by 2025, the county PM2.5 concentration, the ratio of good air quality days to meet the requirements of the city set tasks, the ratio of heavy and above pollution days is controlled within 1%, and the city set the "fourteen five" nitrogen oxides and VOCs total emission reduction task.
