近日，南阳市人民政府办公室发布关于印发南阳市减污降碳协同创新试点工作方案的通知。

内容指出，全面推进农村生活垃圾处置和生活污水治理。统筹“无废城市”建设相关工作，健全生活垃圾收运处置体系，落实农村生活垃圾“户投放、村收集、镇转运、县处理”的运行模式，统筹县、乡、村三级设施和服务，实现农村生活垃圾收运处置体系基本覆盖行政村，积极推动再生资源回收利用网络与环卫清运网络合作融合，积极探索农村建筑垃圾等就地就近消纳方式。

合理采取纳入城镇污水管网统一处理、联村联户集中处理、单户分散处理等模式处理农村生活污水。充分考虑村庄人口规模、自然条件、经济社会发展水平等因素，积极探索农村生活污水资源化利用方式，实现生活污水治理、农业绿色发展和农村生态文明建设相协调。到2026年底，农村生活垃圾无害化处理率达到100%，农村生活污水治理率达到40%以上，乱倒乱排得到管控。

建立完善温室气体排放报告制度，组织年排放2.6万吨及以上当量二氧化碳（或年消耗1万吨标煤）的电力、化工、钢铁、水泥企业，在全国碳市场管理平台报告年度温室气体排放情况，开展企业碳排放数据现场核查，摸清企业碳排放底数，实施动态管理，科学组织引导企业进行碳减排技术改造、实施减碳项目，持续降低企业碳排放强度。

Actively promote the cooperation and integration of renewable resources recycling and utilization network and environmental sanitation and transportation network, and actively explore local consumption methods such as rural construction waste.

It is reasonable to adopt the unified treatment of urban sewage network, the centralized treatment of village and household, and the decentralized treatment of single household to treat rural domestic sewage. Taking full account of village population size, natural conditions, economic and social development level and other factors, actively explore ways to use rural domestic sewage resources, and achieve coordination between domestic sewage treatment, agricultural green development and rural ecological civilization construction. By the end of 2026, the harmless treatment rate of rural household garbage will reach 100 percent, the treatment rate of rural domestic sewage will reach more than 40 percent, and the disorderly discharge will be controlled.

Establish and improve the greenhouse gas emission reporting system, organize the power, chemical, steel and cement enterprises that emit 26,000 tons or more of equivalent carbon dioxide per year (or consume 10,000 tons of standard coal per year) to report their annual greenhouse gas emissions on the national carbon market management platform, carry out on-site verification of their carbon emission data, find out the bottom number of their carbon emissions, and implement dynamic management. Scientifically organize and guide enterprises to carry out carbon emission reduction technology transformation, implement carbon reduction projects, and continue to reduce the carbon emission intensity of enterprises.
