5月6日，从青海省发展和改革委员会获悉，由国家能源集团中标获得投资主体开发权的德令哈2×66万千瓦煤电纳入青海省2024年重点项目清单。

该项目是国家能源集团青海公司紧密围绕青海省政府以构建新型电力系统推进国家清洁能源产业高地建设，以多能互补解决电源结构错配问题、以负荷发展解决生产消纳错配问题、以多元协同解决储能周期错配问题的具体措施。项目拟建地址位于青海省海西蒙古族藏族自治州德令哈工业园，装机规模为2台66万千瓦超超临界燃煤发电机组。综合考虑了青海地区高原特点，设计供电煤耗265.5克/千瓦时，满足《常规燃煤发电机组单位产品能源消耗限额》《国家发展改革委、国家能源局关于开展全国煤电机组改造升级的通知》和《煤炭清洁高效利用重点领域标杆水平和基准水平（2022年版）》要求。机组烟尘排放不高于4.4毫克/立方米，烟气污染物排放满足国家关于超低排放的相关要求，达到《煤炭清洁高效利用重点领域标杆水平和基准水平（2022年版）》标杆水平。项目静态投资53.96亿元，拟于2026年底建成投产。建成后，预计发电设备年利用小时数4000小时，可实现年供电量52.8亿千瓦时，年创造利税6.18亿元，提供直接就业岗位200余个，延伸就业岗位500余个，具有较好的经济效益和社会效益。

The project is a specific measure taken by the National Energy Group Qinghai Company to closely surround the Qinghai provincial government to build a new power system to promote the construction of the national clean energy industry highland, to solve the problem of power supply structure mismatch with multi-energy complementarity, to solve the problem of production and consumption mismatch with load development, and to solve the problem of energy storage cycle mismatch with multiple collaboration. The proposed site of the project is located in Delingha Industrial Park, Haixi Mongolian and Tibetan Autonomous Prefecture, Qinghai Province, with an installed capacity of 2 ultra-supercritical coal-fired generating units of 660,000 kW. Comprehensively considering the characteristics of Qinghai Plateau, the design coal consumption of power supply is 265.5 g/KWH, which meets the requirements of "Energy consumption quota of conventional coal-fired generating units per unit product", "Notice of the National Development and Reform Commission and the National Energy Administration on the transformation and upgrading of National coal power Units" and "Benchmark level and benchmark level of Key Areas of clean and efficient Utilization of coal (2022 edition)". The smoke emission of the unit is no higher than 4.4 mg/cubic meter, the emission of smoke pollutants meets the relevant requirements of the state on ultra-low emission, and reaches the benchmark level of the Key Areas of clean and efficient use of coal and the benchmark level (2022 edition). The project has a static investment of 5.396 billion yuan and is planned to be completed and put into operation by the end of 2026. After completion, it is expected that the power generation equipment will be used for 4,000 hours a year, which can achieve an annual electricity supply of 5.28 billion KWH, create an annual profit and tax of 618 million yuan, provide more than 200 direct jobs, and extend more than 500 jobs, with better economic and social benefits.
