10月8日，浙江杭州市富阳区人民政府办公室发布关于印发杭州市富阳区空气质量提质进位三年行动计划（2024-2026年）的通知。

内容指出，深化VOCs综合治理。持续开展低效失效VOCs治理设施排查整治，做好低效设施升级改造“回头看”，除恶臭异味治理外，全面淘汰低温等离子、光氧化、光催化废气治理设施。推进储罐使用低泄漏的呼吸阀、紧急泄压阀，定期开展密封性检测。污水处理场所高浓度有机废气要单独收集处理，含VOCs有机废水储罐、装置区集水井（池）有机废气要密闭收集处理。石化、化工、化纤、油品仓储等企业开停工、检维修期间，及时收集处理退料、清洗、吹扫等作业产生的VOCs废气；不得将火炬燃烧装置作为日常大气污染治理设施。

加强大气环境监测。优化完善大气环境监测网络，根据省市要求加密建设覆盖重点工业园和重点区域乡镇（街道）的空气质量监测站点，不断优化完善颗粒物移动监测设备。

严格矿山治理要求。新建矿山依法依规履行各项准入手续，一般应采用皮带长廊、水运等清洁运输方式，鼓励采用新能源运输车辆和矿山机械。新建露天矿山严格落实矿山粉尘防治措施，建设扬尘在线监测设备。加强绿色矿山创建和废弃矿山生态修复。对限期整改仍不达标的矿山，根据安全生产、水土保持、生态环境等要求依法关闭。

2024年PM2.5平均浓度力争达到29微克/立方米，空气质量优良天数比率达到89.8%；2025年、2026年PM2.5平均浓度和空气质量优良天数比率逐年改善。

We will strengthen atmospheric environment monitoring. Optimize and improve the atmospheric environment monitoring network, build air quality monitoring stations covering key industrial parks and towns (streets) in key regions according to provincial and municipal requirements, and constantly optimize and improve mobile monitoring equipment for particulate matter.

Strict requirements for mine management. New mines in accordance with the law and regulations to perform all access procedures, generally should adopt belt corridor, water transport and other clean transport, encourage the use of new energy transport vehicles and mining machinery. The new open-pit mine strictly implements the mine dust control measures, and builds the dust online monitoring equipment. Strengthen the creation of green mines and the ecological restoration of abandoned mines. Mines that still fail to meet the rectification standards within the prescribed time limit shall be closed in accordance with the requirements of production safety, soil and water conservation and ecological environment.

By 2024, the average concentration of PM2.5 will reach 29 micrograms per cubic meter, and the number of days with good air quality will reach 89.8%. The average PM2.5 concentration and the proportion of days with good air quality in 2025 and 2026 will improve year by year.
