2013年10月,扎敦水利枢纽开工建设;2016年9月29日,成功截流;2020年5月25日,水利枢纽实现下闸蓄水,2023年11月完成输电线路建设。目前,扎敦水利枢纽水电站3台机组全部经过72小时并网试运行,已经完全符合并网发电要求,水电站正式并网发电,每年能向国家电网输送1017多万度电,可以为呼伦贝尔电网提供可靠的清洁能源保障。

为确保扎敦水利枢纽早日顺利投产运营,内蒙古扎敦水利水电有限公司成立发电工作专班统筹推进、靠前指挥,挂图作战,逐个销号办理。公司领导现场督导,逐个解决制约并网发电的设备安装调试、并网手续办理等难题。设立调速器、主辅机、电气、控制四个现场组,采取人盯人方式抓进度,放弃节假日,昼夜奋战,全力赶抢上网发电进度,积极沟通对接国家电网协调上网事宜,组织运维人员全程参与电站设备安装、调试工作,提前开展人员专项培训,为电站投产后运行维护工作顺利开展和设备安全运行做好准备。

扎敦水利枢纽工程是牙克石市在“十二五”时期开工建设的一项重大水利工程,列入国务院促进内蒙古经济社会又好又快发展重点支持的水利项目,是自治区重点水利建设项目,同时也是呼伦贝尔“水网”建设重要工程。项目设计总库容9306万立方米,年供水量0.63亿立方米,水电站装机3300千瓦,年发电量1017万千瓦时。项目坝址距免渡河镇25公里,距牙克石市58公里,为扎敦河流域唯一控制工程,是海拉尔河流域防洪工程体系重要组成部分,同时为大兴安岭森林防扑火提供水源保障,是以防洪、森林防火、供水为主,兼顾发电等综合利用的中型水利枢纽工程。工程的建成,使牙克石市城市防洪标准由30年一遇洪水标准提高到50年。

In order to ensure the early and smooth operation of Zadun Water Conservancy project, Inner Mongolia Zadun Water Conservancy and Hydropower Co., Ltd. set up a special class for power generation work to coordinate and promote, command in front, wall map operations, and handle the sale number one by one. Company leaders on-site supervision, one by one to solve the constraints of grid-connected power generation equipment installation and commissioning, grid-connected procedures and other problems. Set up four on-site groups of governor, main and auxiliary machinery, electrical and control, take a person-to-person way to grasp the progress, give up holidays, fight day and night, and make every effort to catch up with the progress of online power generation, actively communicate with the National grid to coordinate Internet access matters, organize operation and maintenance personnel to participate in the installation and commissioning of power station equipment, and carry out special personnel training in advance. It is ready for the smooth operation and maintenance of the power station and the safe operation of the equipment after putting into operation.

Zhaadun Water Conservancy Project is a major water conservancy project started by Yakeshi City during the "Twelfth Five-Year Plan" period. It is included in the key water conservancy projects supported by The State Council to promote the sound and rapid economic and social development of Inner Mongolia. It is a key water conservancy construction project in the autonomous region and an important project for the construction of Hulunbuir water network. The total designed storage capacity of the project is 93.06 million cubic meters, the annual water supply is 63 million cubic meters, the installed capacity of the hydropower station is 3300 kilowatts, and the annual power generation is 10.17 million KWH. The dam site of the project is 25 kilometers away from Baduhe Town and 58 kilometers away from Yakeshi City. It is the only control project in Zhaadun River basin, an important part of Hailaer River basin flood control engineering system, and provides water source protection for forest fire prevention in the Greater Hinggan Mountains. It is a medium-sized water conservancy project focusing on flood control, forest fire prevention, water supply and comprehensive utilization of power generation. The completion of the project has raised the standard of urban flood control in Yakeshi City from 30 years to 50 years.
