Iraq's traditional oil technical service contracts provide for a fixed payment per barrel of oil after reimbursing the oil developer's costs. Iraq is ditching low-margin technical service contracts to speed up production growth and lure back big Western companies.

Iraq and BP signed a preliminary agreement earlier this month to develop four oil and gas fields in Kirkuk in northern Iraq. BP is back in Iraq after nearly five years. BP estimates that the Kirkuk field complex contains about 9bn barrels of recoverable oil. Discovered in 1927, the field cluster is the birthplace of Iraq's oil industry and currently produces about 245,000 barrels of oil per day.
